  5. acknowledge the triumph of the state, of the institutions and
  6. the legitimately established government," said the
  7. Extraditables, the front group for Colombia's drug traffickers,
  8. in a communique last week. Admitting defeat in the drug war
  9. launched by President Virgilio Barco Vargas five months ago, the
  10. narcolords pledged to surrender their arms and abandon their
  11. trade if granted "legal guarantees." Translation: immunity from
  12. prosecution for the spasm of violence they committed in response
  13. to Barco's crackdown, and freedom from extradition to the U.S.
  14.  
  15.     The cocaine gangs have made peace offers before, but the
  16. Colombian government has never bought them. The day after the
  17. Extraditables issued their statement through two kidnaping
  18. victims they had released, Barco's administration rejected the
  19. dope dealers' overture, telling them to save it for the judge.
